Unlike other movie characters that are forgotten Shiki keeps popping up in the manga. While movies after strong world keep showing how "impossible" they are to be canon it enphasis Strong World along with chapter zero to be special.
Shiki being mentioned the first time in the manga seemed like a fun link to the movie, but he keeps getting mentioned so Oda clearly wants to be something more.
Him showing this chapter seemed like a nice opportunity to see if people's thoughts changed.

There's no new information that would necessitate that opinion changing. Shiki has been manga canon since before Strong World was released, that has never meant anything for the movie, and him continuing to be manga canon continues to mean nothing for the movie. The movies have never been treated as manga canon; Luffy defeating a Great Pirate who was once recognized as a peer to Roger and Whitebeard would have created massive waves in the world of One Piece.

The only place it could fit in the timeline is between Thriller Bark and Sabaody Archipelego, and yet

So... About Strong World, can we count it on the Manga canon? [Spoilers of course]

Well, Strong World is already out, it's awesome according to the ones that saw it, but is still debatable if it count on the manga continuity.

Usually we don't count One Piece movies neither in the manga continuity or the anime, but not only Oda wrote the movie, but he also created the canon chapter 0 that Shiki appears and describe the events of Strong World.

Personally, I see nothing stopping Robust World of being part of the Anime or Manga continuity since it could easily be placed between Thriller Bark and Shanbody Archipelago, but the lack of references on the manga makes it difficult to contemplate it. (maybe we'll see some characters addressing the events of Luffy vs Shiki showdown now that the Movie is out and won't spoil nothing anymore)
